MABAS Divison 32

May 30, 2002

The Meeting was called to order by President Feher at 7:10 pm.

The minutes of the March 2002 meeting were approved as presented.

Don Feher has copies of a supplement to the Hazardous Materials Emergency Response Guidebook from the State of Illinois, that concerns weapons of mass destruction, biological terror, and terrorist response.  Limited copies are available at this time.  Additional copies will be forthcoming.

MABAS - Current member status was reviewed.  Three new agreements have been received.  This includes Maeystown and Valmeyer.  Greg Render reported that the task force departments will need to have a meeting in the near future to work out some issues, one of which includes communication with St. Louis City.  St. Louis City would like us to use some of their radio frequencies which include 154.280, 154.130, and 154.010.  More information will be forthcoming.  The private sector agreements are being worked out.  All departments need to make sure that we have current fax numbers in place for group faxes.

Treasurer's Report - Rich Rutherford reported a balance in the checking account of $27,989.19.  Treasurer's Report was approved as presented.  Rich reviewed those departments that have paid their annual dues.

ESDA - Darryl Elbe reported on the radio system and CAD system.  Geocomm and Motorola met with the radio committee last week.  Work is progressing and Motorola now has a lot of work in front of them.  The committee will be receiving proposals back by August 1st.  The state system should be up by October 2004.  Requests for Proposals on the CAD system went out and numerous vendors were at the meeting last week.  Proposals are due back by July 15th.

Resource Manual - Tom Elliff will be updating the resource manual again.  The questionnaire has been sent to departments with e-mail, and will be mailed to those not in attendance tonight.  Once completed, the manual will be kept on the website instead of printing multiple copies. 

SWIC - Upgrades at the training site are continuing.  The roof simulator is in place and Solutia donated a couple of tanks for Haz-Mat and confined space training.  Equipment for Vertical I & II classes has been purchased.  Upcoming plans include a 4 story tower, and additional Haz-Mat props.  The college is developing 9 classes to meet department annual minimum requirements.  They should be online by this fall.

IFSI - They have received grants for numerous classes.  One class that will be available soon will be an 8 hr incident command/unified command.  This will be helpful for Mayors, City Managers, Etc..

Don Feher is working with a committee in Springfield concerning a statewide push for standardization and mutual agreements between law enforcement and EMS, like the fire service has.

Greg Render reported that the antibody kits for nerve agents will be in the county within the next month.  500+ kits will be available.  All departments need to provide their members with a department ID card until a standardized card for MABAS is available.  Only fire department member with proper ID will receive a kit if the need is ever there.

A reminder from the IFCA funeral committee - If your department has a need for the services of the funeral committee, call as soon as possible to get things started, whether it is a line of duty death or not.  The have protocols and procedures in place to assist your department at no charge.

Discussion was held about transferring ownership of the dry commodities Haz-Mat trailer to St. Clair Special Emergency Services.  This trailer would be of significant use to them and their mission at this time.  SCCSES has a meeting next week and the issue will be discussed. 

Red Cross - Donna Ward-McCallister reminded all departments that the Red Cross is available if needed.  Just a reminder that is does take them some time to assemble a crew and get refreshments together before they respond.  Please give them plenty of time.

OSFM - George Zika reminded everyone that the State Fair will be in July.  Anyone needing a plaque from the OSFA for a member retiring or with significant years of service, can contact George to get one.

The previously approved by-laws are available on the website.

At the meeting in Fairmont City, forms were passed out to verify department information.  For those departments who have not returned them, we will get the information off the resource manual questionnaire.

SOG's have not been finalized yet.  We will need to approve them at the July meeting.

We still need to develop a standardized ID Card for all division members.

Run cards will be needed relatively soon, once the RFP's for the CAD system are back and the company who is awarded the bid needs the information.

There are some training issues for telecommunicators that are being worked out.
