January 25, 2007

 

The joint meeting of the Association and the Fire Protection Districts was called to order at 7:00pm by President Saunders.

 

Motion made and seconded to approve the December minutes as distributed.  Motion seconded.  Motion passed.

 

No treasurer’s report was available

 

CENCOM CAD System – February 8th will be the first meeting to get started.  Positron will be there and work will begin on designing how the data will be configured.

 

Reimbursement information from the storms in November was submitted to FEMA yesterday.  We will wait to see if the county is declared a federal disaster and see if we will receive any reimbursements.

 

SWIC – New building should be completed by February 22nd.  Will begin moving in sometime in March.

 

STARRS – 2007 Budget is due March 31st.  STARRS has been presented with a proposal to buy 10 - 65kw generators that would be distributed throughout the county.  This was at the request of the county board chairman.  This project may happen with money from the 2005 budget.  The county highway department would be looked at for storage.  Buildings would be identified and pre-wired throughout the county.  Will be looking at a midsize communications vehicle.  This vehicle would be a quick response vehicle.  It would be compatible with the ITEC trailer for extended operations. Testing is started on the Universal ID Cards in the mid-county area in Missouri.  The virtual EOC is being worked on thru the county data processing center.  The patient tracking system is still being worked on.  There are some issues still being worked out.

OSFM – The prevention division is enforcing the carbon monoxide act that went into effect on January 1st, 2007.  Daycares and assisted living centers will be required to have them if they fall under the fossil fuel requirements.

 

New Business:

 

A proposed by law change was presented to change the address of the Association.  Motion was made and seconded to approve the change.  Motion passed.

 

Brent has been talking with Ameren/IP about storm damage assessment and response.  Proposal is to put an individual in the field with the area fire departments for quick cleanup and assessments by Ameren/IP.  Ameren/IP will be coming on the Starcomm 800 Mhz system later this year and a talk group will be set up in the county 800 system.

A representative from Ameren was in the EOC during the ice storm and issues worked well on relaying information for areas to be fixed.

 

February 24th will be the grand opening of O’Fallon’s new engine house #3.

 

From Chief Feher who attended the ITTF meeting.  Any department, who did not get a starcom radio, can still get a radio.  Work has begun on a tent city concept.  Work is also begun for a reverse 9-1-1 system for the state.  The reimbursement rate for volunteers taking ITTF approved classes is $18.93 per hour.  This was just approved by ITTF.  The concept for a mobile warehouse system is still being worked on.  This would be supplies needed for a disaster.  Special Emergency Services will be receiving a CO patient monitor.  The decon unit will be delivered in the fall of 2008. 

 

Chuck Koffern sent a report that work on the boundary disputes will be delayed a little since Tracy Tisbo has moved. She will still be working for the county as a consultant and the issues will be resolved.  The committee from the chiefs association has indicated that the issues need to be resolved thru the legal system to ensure that boundaries are correct.

 

The state fire marshal has changed the small equipment grant info.

The MABAS Division 32 meeting was called to order at 7:54pm.

 

St. Charles City Missouri and Clayton Missouri have signed agreements to join MABAS Division 32.  Motion was made and seconded to accept the agreements.

 

MABAS Conference will be in Peoria at the end of February.  There are two openings for anyone who wishes to attend.

 

Dues for MABAS were discussed at length.  Motion was made and seconded for the Division 32 members to pay the MABAS dues for 2007.  Invoices will be sent out.

 

Motion was made and seconded to adopt the address change.

 

Advocacy Statement #2 scope – remove St. Louis and make it Missouri.  Will be addressed at upcoming meeting.

 

Discussion was held for policy for disaster declaration. Recommendation is for the Division to hire Jim Sinclair to look into the policy.  Motion was made and seconded.  Motion passed. 

 

The IMAT teams are set up and are on call thru Central County Fire Alarm. 

 

ICS 300 will be in Fairview in May 1st and 2nd
