Swansea Fire Department Station #2
The meeting was called to order at 7:04pm by
President Brent Saunders. President Saunders thanked Chief McGuire of Swansea
for the use of their station.
President Saunders recognized Steve Laug and
Alan Rawizza of IBM who gave on overview presentation of the STARRS Virtual
Emergency Operations Center system.
Assistant Chief Halwachs made a motion to
accept the minutes of the previous meeting. The motion was seconded by Chief
Pollman. The motion carried.
No treasurer’s report was available.
Universal ID Committee Report
-
President Saunders reported for Chairman
Ellif that the committee members are scheduled to receive training on the
card printing system June 20th. Each committee member is assigned
a group of departments within the association to assist in issuance of the
ID cards. The president read the department/committee member assignments and
stated they will be available on the association website.
ESDA Report- Don Feher reported on several
items.

The ITEC trailer was used in two training
events and appears to be a fine addition to the county’s communication
system.

New NIMS forms are available through the
county ESDA office.

A new plotter enabling the ESDA office to
produce maps for local governments has been ordered and shall be received
very soon.

The St. Clair County Health Department held
a mass inoculation drill at Southwestern Illinois College on May 30th.

The LEPC plan received an update and steps
are underway to integrate the county mapping system with the emergency
plans.
St. Clair Special Emergency Services Report-
President Saunders gave the report.

A post-incident analysis of the Stellar
release was held on May 30th. The successful use of mutual aid
assistance from other counties is considered a positive outcome of the
response. Chief Render stated that one identified need for future
consideration is that of portable toilets. Don Feher stated that if any
fines are levied against Stellar Manufacturing by the State of Illinois for
the release, SCSESA may benefit from them.

The members of the technical rescue team
are nearing completion of a Vertical Rescue Technician course.

A regional training site is being
constructed at Scott Air Force Base for use primarily for SCSESA. The site
costs are covered by funds from the Illinois Terrorism Task Force.

Don Feher stated that money is appropriated
in the FY 08 ITTF training budget for compensation of volunteers attending
special operations team training.
STARRS- Chief Render gave the report.

STARRS requested a $17.5 million grant from
the Department of Homeland Security for FY 08. STARRS staff expects an award
of $6 to 9 million. The actual amount of the grant is expected to be known
in June.

The STARRS Terrorism Early Warning System
is now in operation.

The STARRS Type 3 Incident Management
Assistance Team is in operation.
Darrell Coons, speaking for the International
Critical Incident Stress Foundation, reminded all Chiefs about the necessity of
critical indent stress management and the availability of Memorial Hospital’s
Critical Incident Stress Debriefing Team.

President Saunders reported the
Secretary\Treasurer Ellif expressed a need for a filing cabinet to keep
association records. Chief Pollman made a motion to purchase a filing
cabinet for association use. The motion was seconded by Chief Belba. The
motion carried.

Assistant Chief Zinck made a motion
authorizing Chief McGuire to contract a preventive maintenance program with
Weil Trailer Sales of Belleville for the association’s emergency response
trailers. The cost is not to exceed $250 unless extenuating circumstances
exist to justify a higher expenditure. The motion carried.
Chief McGuire made a motion to adjourn the
Chiefs Association meeting. Assistant Chief Schutzenhofer seconded the motion.
The motion carried.

Mutual Aid Box Alarm System Division #32

The meeting was called to order at 8:27pm by
President Saunders.
MABAS Executive Board Report-
Chief Render reported the Division has been
granted 54 radiation monitors from the ITTF for distribution of one monitor to
each member department. Chief Lay of SCSESA will attend a train-the-trainer
session in Salem in order to provide training for end users. MABAS criteria
states that the monitors may not be issued to departments that do not have
personnel trained in their use. Additional persons wishing to attend the
train-the-trainer may contact Chief Lay.
President Saunders reported that only six
members have paid their MABAS dues in full. The Secretary/Treasurer will be
directed to contact members in arrears.
Assistant Chief Schutzenhofer made a motion to
adjourn. The motion was seconded by Chief Belba. The motion carried.
